Insurance Companies have requirements for maintaining a home to enable them to provide coverages.
For example, the roofing should be in good enough condition to resist the intrusion of moisture, animals, and plants. Plants should not grow in on or around in a close proximity that would likely cause damage to the roof materials. No Puddles should form anywhere and remain for more than 24 hours.
Insurance companies may initially grant coverage and you are able to close on the property. But when the company representative visits the property and looks closer. It is possible to receive the demand for immediate repair or replacement of the (roof, windows, siding, )etc... This is due to insufficiencies unknown at the time of binding coverage. For the new homeowner, this will come as a surprise and burden.
A Home Inspector with knowledge of roofing materials proper installation and requirements will help you to know what you are getting into. And will help you to be prepared.
A sagging roof normally cannot be repaired with a new shingle. The underlying cause would need to be identified. The framing of the house and truss or rafters would need to be looked at and cause located.
Many Roofers are not qualified to evaluate the framework nor would you get them into the attic to try.
Insurance is provided to homeowners for a fee. The fee can be reduced with discounts provided by a number of things. There are multiple car discounts, house and auto together discounts, discounts for fire resistant building materials in some areas, discounts for hail resistant shingles, and, the list changes often.
